Housing Department

If you are a Seychelles citizen, 18 years or older, in stable employment, you may lodge an application online on this website. You can alternatively complete the official form from our resources page and submit it at the Customer Service Centre, Independence House Ground Floor.

To qualify for Social Housing, you must meet the following:

Citizen of Seychelles, 18+ years
3+ years continuous domicile
No prior property ownership
Income under SR. 15,000/mo

To qualify for part rental, you must meet the following:

Have a housing application and actively contributing towards the HSS Home Savings Scheme for the past three months
Be in employment
Have a valid rental agreement signed and dated
NIN , Contact details and account number of the land lord
NIN, recent payslip at least 3 months, Utility bills of tenant
For self-employed to provide bank statement
3 months receipt of rent
NIN of dependent and payment of day care
Home Savings Scheme statement form Housing Finance Company
Provide documentation for alimony, welfare / benefits

Steps for cancellation of Home Savings Scheme Refund (HSS):

The applicant must submit a letter addressed to the Principal Secretary for Housing, formally requesting a refund and clearly stating the reason for the request
Under the new Policy, after the closure or cancellation of an HSS account and ultimately the housing application, the applicant will not be able to re-open or activate a new housing application
A new cancellation fee representing 1% of the applicants HSS contribution or a minimum of scr250 will be applied.

Refunds not related to objective of HSS programme will not be accepted. The following can be considered:

Medical conditions - Supporting documents required
Construction of a wall
Housing deposits for rental of private residence
Separation in a relationship

No, even though a client contributes on HSS account with a lumpsum, this will not be considered as the criteria makes provision for consistency in payment of HSS and the number of years that the client has been paying.

To qualify for Midrange Condominium, you must meet the following:

Be a citizen of Seychelles.
Be 18 years and above.
Must be domicile in Seychelles for a continuous period of 3 years (minimum).
Applicant has not been or is not in ownership of immoveable properties or interest in immoveable properties or is does not have shares in a company owning immovable property.
Applicant has not been assisted through housing, housing loan or a residential plot of land by government.
In stable employment (Applicant can demonstrate consistent flow of income).
Single or combined Net Income of not less than SR12, 000.00 (Seychelles Rupees Twelve Thousand Only) and not more than SR 19, 000.00 (Seychelles Rupees Nineteen Thousand Only)
Applicant must declare partner if any (expatriate spouses shall not be included on the application).
Applicants shall automatically contribute towards the Home Savings Scheme (HSS) once their application has been accepted.

To qualify for Condominium, you must meet the following:

Be a citizen of Seychelles.
Be 18 years and above.
Must be domicile in Seychelles for a continuous period of 3 years (minimum).
Applicant or spouse/partner has not been or is not in ownership of immoveable properties or interest in immoveable properties or does not have shares in a company owning immovable property.
Applicant has not been assisted through housing, housing loan or a residential plot of land by government.
In stable employment (Applicant can demonstrate consistent flow of income).
Single or combined Net Income of not less than SR20, 000.00 (Seychelles Rupees Twelve Thousand Only).
Applicant must declare partner if any (expatriate spouses shall not be included on the application).

Lands Department

This scheme relates to land compulsorily acquired by the State between 1977 and 1993 under the Lands Acquisition Act. It allows original owners or their heirs to petition for the return of land that remains undeveloped.

The primary window closed in December 2021. However, specific cases may still be reviewed. Please contact the Land Registry for a status update on your parcel.

Self-Care Portal & Accounts

Click the "Sign Up or Register" button. You will need your NIN, a valid email address, and a scanned copy of your ID. Once registered, our officers will verify your details before full portal access is granted.

To ensure consistency, every new account is manually reviewed by our officers. During this time:

  • You can browse services and start drafts.
  • You cannot formally submit a final application until your identity document is verified.
Verification usually takes 24-48 business hours.

No. Our system features Automatic Progress Saving. Every time you click "Next" in an application wizard, your data is securely stored as a draft. You can log out and return later to finish your application from your dashboard.

Yes. We are currently migrating historical records into the digital portal. If your NIN on your physical file matches your account NIN, your older applications will automatically appear in your "My Applications" history once the migration for your district is complete.

In Step 2 of the application wizard, you will see a section for "Participants". You can add their details there. Note that for joint applications, both parties may be required to provide their NIN for verification.

We are currently in a Phased Rollout of our digital transformation. While our primary Housing and Lands services are live, other specialized services are still being digitized.

What this means for you:
  • New services will be added soon.
  • If a service is not listed, please continue to use the traditional paper-based application at Independence House.
  • Keep an eye on the "Latest News" section for service activation announcements.
